In the 15 Florida counties with the highest rate of rejected ballots, Gore would have gained 366 votes on Bush where a choice was clearly indicated, the Orlando Sentinel and two other papers report. In nine of these mostly Republican counties, election boards either never looked at the rejected ballots or decided not to count them.
